Would you like an opportunity to join one of the many teams dedicated to maintaining high-quality public services within a city that has been ranked one of the best places to live year over year?  If so, the City of Raleigh Solid Waste Services Department is seeking a highly resourceful, detail-oriented, adaptable, analytical, multi-tasker with solid critical thinking and communications skills for our Communications Analyst position.  

The primary purpose of this position is to serve as a liaison between the Solid Waste Services Department and the citizens by performing professional internal and external communication activities across multiple platforms (digital, web, etc.), designing content, and implementing communications campaigns and initiatives. This role will lead the effort to develop communication and education resources that are used to educate the citizens on service line requirements.

Duties and Responsibilities

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.


  • Prepares, edits and designs print material such as publications, brochures, fliers, and signs; reviews and verifies style; coordinates and/or builds graphics and layout; selects images; prepares and gathers content; and coordinates print material production.
  • Coordinates and assists with development of internal and external communications, including community outreach and audience engagement events and project activities. 
  • Prepares and coordinates content for news releases, announcements, newsletters, and presentations; edits departmental communications; gathers and edits content; writes articles; prepares speaking points; coordinates and evaluates correspondence, management reports, and information released to the media. 
  • Creates and optimizes web content to increase usability and maintain accuracy of department information, services, and programs. 
  • Develops public engagement surveys, analyzes data gathered, and reports on data. 
  • Provides event and special project support for campaigns and special events. 
  • Collaborates with internal and external departments and organizations, including City departments and the Yard Waste Center, to support division-specific communications initiatives.

Typical Qualifications

Education and Experience:

Associate's Degree or 2 Years of College in Communications, Marketing, Public Relations, Public Affairs, Public Administration, or related field; 1 to 3 years' experience in public relations, communications, public affairs, graphic design, content management, or related field

OR

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licensing and Certifications:
  • Valid North Carolina Class C Driver’s license with a satisfactory driving record, or the ability to obtain within 60 days of hire

Work Environment and Physical Effort:

Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.

Work Environment:
Work is typically performed in an office or similar environment. Employees may occasionally work in an outdoor or street environment (near moving traffic), confined spaces, a construction site and in a vehicle. 

Work Exposures:
Employees may occasionally be exposed to moving mechanical parts and loud noises.
