Communications & Content Lead (CCWIS OCM)

Sabot Consulting seeks a Communications & Content Lead to plan, produce, and govern omni-channel program communications for our client’s multi-year CCWIS OCM engagement. You’ll own the executive field messaging architecture, editorial calendar, and feedback/measurement loops, ensuring audiences are informed, engaged, and prepared across phased rollouts, aligned with SI milestones and OCM deliverables, and compliant with DCYF review/acceptance standards.
Responsibilities: - Stand up the comms workstream within OCM governance; ensure roles, cadence, decision paths, and cross-vendor coordination are clear and documented.
- Establish and maintain the OCM dashboard/reporting for comms KPIs and risks; contribute monthly status and leadership visibility.
- Define communication KPIs and data sources tied to APE/COM/OCM deliverables; baseline targets and track short-term wins.
- Proactively manage comms risks/issues and coordinate escalations through risk review meetings.
- Align comms schedule/editorial calendar with the OCM WBS and SI release plan; keep dependencies current in the integrated schedule.
- Co-author the Case for Change and translate it into message maps by audience.
- Build audience segmentation and engagement profiles that specify channels, messages, and frequency; use them to tailor content.
- Integrate readiness and impact assessment findings into communications plans and timelines.
- Operationalize an interactive change-impact heat map to drive role-based messaging and support.
- Stand up feedback loops—pulse surveys and listening sessions—and demonstrate how feedback changes communications.
- Partner with the Change Champion Network to localize and reinforce key messages.
- Maintain and update the Affected Parties Engagement Plan with clear channels, cadence, and follow-up strategy.
Must Have: - 8+ years public-sector communications with strong government style and accessibility (ADA/Section 508) fluency.
- Portfolio showing leadership of large transformation communications (CCWIS/child welfare, health, or human services preferred).
- Tools: GovDelivery/Granicus, Microsoft 365 (SharePoint, Teams, PowerPoint), and analytics for reach/engagement.
- Demonstrated ability to define and track OCM KPIs and connect metrics to APE/COM/OCM deliverables.
- Proven success collaborating in multi-vendor environments and aligning to SI release plans and OCM schedules.
- Excellent executive-level writing, editing, and presentation skills; culturally responsive, audience-savvy communicator.
Nice to Have:- Prior CCWIS or SACWIS modernization communications experience (phased rollouts, dual-system transitions).
- Experience contributing to CAR evidence, narratives, or remediation communications.
- Familiarity with OCM success story/case study development across phases.
- Exposure to Lean/Six Sigma for service/process storytelling.
