Due Diligence Tech Protect Analyst

Position Overview:

Synergy Solutions, Inc, a wholly owned subsidiary of PFC Federal, is looking for candidates to fill the role of a Due Diligence Technical Protection Analyst for the US Army SBIR/STTR & xTECH programs. This position is contingent on final contract award and successful transition of personal security clearance or the ability to acquire one.

The Due Diligence Tech Protect Analyst is responsible for safeguarding sensitive Army research and development (R&D) efforts under the SBIR/STTR program. This role ensures protection of critical technologies, intellectual property (IP), Controlled Unclassified Information (CUI), and classified research by implementing robust security policies, risk assessments, and counterintelligence measures. The analyst works closely with Army acquisition, cybersecurity, and counterintelligence teams, ensuring that small business contractors and research institutions comply with Department of Defense (DoD) security mandates while enabling innovation and technology transfer. The role of the Due Diligence Tech Protect Analyst encompasses comprehensive support and oversight across various critical areas. These areas include:

• Factor 1: Foreign Talent Recruitment Program – Monitoring and assessing the integration and influence of foreign talent within the organization.
• Factor 2: Foreign Ownership/Control – Evaluating the extent and implications of foreign ownership and control over company operations.
• Factor 3: Foreign Patents, Intellectual Property, and Technology Transfers – Safeguarding the integrity and security of intellectual property and technology exchange.
• Factor 4: Financial Obligations – Analyzing financial commitments to ensure compliance with regulatory and security standards.
• Factor 5: Foreign Affiliations – Investigating and managing affiliations with foreign entities to mitigate security risks.
• Factor 6: Cyber and IT Infrastructure – Strengthening cybersecurity measures and IT systems to protect organizational assets.
• Factor 7: Contracts and Fraud – Ensuring the integrity and security of contractual engagements to prevent fraudulent activities.
• Factor 8: Technology and Critical Program Information – Protecting critical program information and technological assets from unauthorized access and exploitation.

The Due Diligence Tech Protect Analyst will operate as part of a Due Diligence team and will support the team in conducting both initial and ongoing reviews of companies that receive funding for research under Army SBIR/STTR and xTech programs. As stated above, the Cybersecurity Analyst is expected to serve as Liaison Officers, specializing in their designated areas of expertise, thereby enhancing the due diligence process and fostering seamless communication and collaboration.

Due Diligence Tech Protection Analyst plays a pivotal role in safeguarding organizational technology and intellectual property by conducting thorough assessments and implementing protection strategies. Their duties include:

Risk Assessment and Analysis:

• Conduct comprehensive risk assessments focused on technology and intellectual property, identifying potential vulnerabilities and threats.
• Analyze the security posture of technology systems and processes to ensure compliance with legal and regulatory standards.

Due Diligence Reviews:

• Perform initial and ongoing due diligence reviews on companies seeking or receiving funding for technology development under programs like SBIR/STTR and xTech.
• Evaluate compliance with security protocols and identify any concerns related to foreign affiliations, technology transfers, and intellectual property rights.

Compliance Monitoring:

• Ensure adherence to domestic and international laws related to technology protection and transfer, including export control regulations and cybersecurity mandates.
• Monitor compliance with contractual obligations concerning technology use and protection.

Liaison and Communication:

• Act as a liaison between various departments, external partners, and government agencies to facilitate communication and collaboration on tech protection issues.
• Prepare and deliver detailed reports and presentations to stakeholders regarding risk assessments, findings, and recommendations.

Security Policy Development:

• Assist in the development and implementation of security policies and procedures aimed at protecting sensitive technology and information assets.
• Review and refine existing policies to adapt to emerging threats and regulatory changes.

Program & Stakeholder Coordination

• Act as a liaison between small businesses, Army security offices, intelligence agencies, and acquisition professionals to ensure secure innovation and technology transition.
• Support security training, briefings, and awareness programs for Army SBIR/STTR personnel and awardees.
• Assist in developing and refining security policies, procedures, and risk mitigation frameworks for Army-funded research initiatives.
