Job Summary:

BeVera Solutions is seeking an experienced Project Manager / BPA Program Manager to lead all project operations supporting the development of the annual National Small Business Resource Guide. This role serves as the primary liaison between the Contractor and the Government, overseeing schedules, content workflows, stakeholder coordination, and deliverables for a 40–60 page, digitally accessible publication. The Project Manager ensures the guide is well-organized, visually engaging, Section 508 compliant, and delivered on time with exceptional quality.


NOTICE – CONTINGENT POSITION: This role is part of a pre-award candidate search for an upcoming federal government contract.


Key Responsibilities:

  

Project Leadership & Client Interface

  • Serve as the main point of contact between the Contractor and Government Task Leader, program stakeholders, and SMEs.
  • Lead day-to-day project operations, establishing timelines, delivery schedules, and quality checkpoints.
  • Facilitate meetings, progress updates, alignment discussions, and approval workflows.
  • Manage contract requirements, reporting, documentation, and BPA program management duties.

Publication & Content Oversight

  • Oversee development, editing, and organization of content for the National Small Business Resource Guide.
  • Coordinate closely with writers/editors and designers to ensure accuracy and readability.
  • Review and finalize success stories collected nationally, ensuring brand alignment.
  • Ensure all content is concise, engaging, and visually supported by infographics, charts, and photos.

Design, Branding & 508 Compliance

  • Guide layout development to ensure intuitive navigation and visual appeal.
  • Oversee creation of original graphics, visuals, tables, GIFs, and digital elements.
  • Ensure the publication meets Section 508 Requirements and is delivered as a compliant PDF.
  • Maintain adherence to nondiscrimination standards and required disclaimers.

Quality Assurance & Delivery Management

  • Implement rigorous quality control across drafts and final deliverables.
  • Validate accuracy of digital assets, links, charts, and accessibility components.
  • Ensure timeliness of all deliverables, including summaries for web/social media.
  • Lead final approval, production, and submission of the annual spring publication.

Team Management & Coordination

  • Supervise the project team and additional support staff.
  • Assign tasks, track progress, and ensure high performance across all roles.
Requirements

Educational and Experience Qualifications

The following qualifications are the minimum requirements for successful performance under the anticipated contract.

  • Experience: Minimum 3 years of experience managing federal, communications, marketing, or publication projects. Experience must be current and within the last three years.
  • Minimum Education: Bachelor’s degree in Public Administration, Business Administration, Project Management, Communications, or a related field.
  • Preferred Education: Master’s degree in Project Management, Public Administration, Communications, or a related discipline.
  • Demonstrated experience managing digital publications and editorial workflows.
  • Strong understanding of Section 508 requirements for digital content.
  • Exceptional communication, organizational, and stakeholder engagement skills.
  • Proven ability to lead teams, manage schedules, and deliver high-quality products.
  • Experience supporting projects of similar size, visibility, and complexity.
  • Experience managing federal publications, communications, or SBA-related projects.
  • Experience developing infographics or data-driven storytelling content.

Preferred Qualifications

  • Familiarity with small business programs or government contracting.
  • Proficiency with project management platforms.
